How to sign a cheque over to someone else safely?

In order to sign a cheque over to another person (also called a "third-party endorsement"), turn the cheque over to the back, write "Pay to the order of [Recipient's Full Name]" in the endorsement area, and then sign your name immediately below. The best way to do this is actually at the bank with the recipient present, so you can be sure that their bank will accept third-party cheques, party cheques, as nowadays, to stop fraud, many banks refuse third-party cheques.
