What is ExcelPayroll?

Hey everyone — I came across a software called ExcelPayroll and I’m curious if anyone here has used it (or something similar) for their payroll processing. I’m trying to figure out if it’s a viable option for a small business and whether it could replace something more traditional or full-featured. Here’s what I found and where I’m still unsure.
