Is it considered a bonus, allowance, or incentive?
How is it taxed and reported on payroll?

The federal minimum wage in United States is 7. 25 per hour. It has not been decreasing since 2009. Minimal wages vary in some states and cities, and employers will be required to pay the higher rate where the state or local laws are above the federal minimum wage provision.

The federal minimum wage in the United States is $7.25 per hour, set by the Fair Labor Standards Act (FLSA). This rate has been in effect since July 24, 2009. States can set higher minimum wages, but employers must pay whichever rate is greater—federal or state.
