Is signal app used for scamming?

I’ve heard mixed opinions about secure messaging platforms. Is the Signal app used for scamming, or is it generally considered safe for private communication?
 
Signal itself is a safe and legal privacy-directed and encrypted messaging application, yet similar to any other messaging system, it can be used by fraudsters. Signaling is not meant to scam, yet the user still needs to be wary of unsolicited messages, random contacts, or money or information requests.
 
Signal is a safe and private messaging application in itself and is not meant to be misused through scamming. Nonetheless, any platform, including Signal, may be abused by scammers to reach the potential victims. Its privacy feature can even do worse by making the fraudulent talks more difficult to track by the authorities.
